Which penalty option do you prefer for normal Vet leagues?

Every league I am in, I have to ask this over and over again.

So I'm wondering what do people really prefer? I have my hunch (from what they have been saying in my leagues) but wonder what the Poll will show.

I voted for the normal 20%. If you are talking about vet leagues then the owners should know enough to put together the best team that they can before the season starts.

For leagues of beginners I think a lower penalty would be good.

I agree that typically it should be 20%, for the reasons LM stated. However, at the beginning of a new season, perhaps for the first couple of leagues, a graduating penalty is OK, since we do not all have a great grasp of the cards yet.... :)
