The basic premise is to draft a team and only use guys who originally signed with or were drafted by that team (according to baseball-reference.com).
I have done all the leg work and will be happy to share the player / team spreadsheet I have created. We will again use the same rules, but since we have the "unleashed" players in 2009, we will add them to help fill out the set:

The top 4 draft picks will be clustered in the East, the middle 4 in the Central, and the bottom 4 in the West. This should provide competitive balance since there are not 12 teams with at least $70M worth of players.
