What is the difference between a relief pitcher with R2/C0 and one with R2? Isn't that saying that neither one of them can close games? Thanks for the help.

The "closer" rule is not being used, so there is no difference

The closer rule is in effect for the 90s game.
The R2 is immediately tired in a closing situation
The R2/C0 will automatically be tired after giving up 1 hit or walk in a closing situation
