That's my understanding as well.
Quick clarification before we start filling out our draft cards-- after the draft, how do we handle players who are carded to other teams, but not drafted? I understand that if a player is carded to 2+ teams (such as McGwire), each of the carded teams can list him on their draft lists. But what about the situation where one team has the only card for that player, but chooses not to draft them-- can other eligible teams claim him after the draft as a free agent? Or can they only acquire his rights by trade-- even if he's not on the original team's roster?
By way of example: Cardinals have exlusive rights to both Jim Edmonds and Willie McGee. I'm probably going to use Edmonds as my regular CF. If I don't put McGee on my draft card (as I don't want a $6.5 million backup), can the Giants/ A's/ Red Sox sign him as a free agent? Or would we have to negotiate a trade for a player who is eligible for the Cardinals beforehand -- even though McGee wouldn't be on my active roster?
Whatever we decide, we should clarify this process before everyone fills out their draft cards.
