Nonplayoff teams have the option to select a new (but still unique) stadium with their pick and then still pick a player after everyone else has selected.

Coyote - What are the divisions for next season? I forget if the east is based on record or playoff appearance? Good luck to all playoff teams.

See original post for divisions. They are based on wins-losses, not playoffs. Playoff appearances only affect supplemental draft.
