It is an unbalanced, weighted, non-serpentine draft. The low payroll teams get more overall picks and these picks are higher and/or multiple picks each round to make up for the significant payroll differences compared to the non-draft eligible high payroll teams. This is the only possible way to close the gap between the haves and the have nots and get competitive parity. If you didn't do this, then low payroll teams could never compete with the high payroll teams. A round is theoretically 24 picks and there are 96 assigned picks, e.g. 4 rounds for comparison to conventional player drafts.
