Yes, you need to use a pick and can change ONCE a decade.

I'm not sure how to interpret the new title (3 peoples turn to pick), if that is a clock thing and I am ready to pick then my public proxy is Jody Reed. If I need to wait and he gets chosen, I'll take Delino Deshields.
