Fielding Range vs. Errors

Can someone tell me if there is a hard and fast rule or mathematical formula that should be used to evaluate range vs. errors. For example:

Should a SS 1e26 be considered better or worse than a SS 3e10
Should a 3B 2e24 be considered better or worse than a 3B 4e10
