Here's the prospect draft order. Here's the rules:

PROSPECT DRAFT
1) After the initial draft and after each year's annual free agent draft, there will be a four round prospect draft.
2) [b:7ff47b8c58]Each team will be able to select 4 prospects, defined as any player who: a) DID NOT RECEIVE A CARD for the current season; b) does not appear on TSN's website; and c) is the property of an MLB team. In other words, no, those who have not yet signed as of the start of that year's draft are not eligible for the prospect draft. [/b:7ff47b8c58][b:7ff47b8c58] [color=darkred:7ff47b8c58]This means none of this years MLB draft picks, signed or not.[/color:7ff47b8c58][/b:7ff47b8c58]
3) The initial prospect draft is serpentine. Draft order for the initial prospect draft will be the reverse of the draft order for the initial free agent draft. [b:7ff47b8c58]All subsequent prospect drafts are non-serpentine, with draft order based on the final win/loss records of the previous season: Reverse order, worst-record first, NFL style. 4) Owners lose rights to all prospects they release. Released prospects are eligible to be drafted as either a) free agents if they are issued SOM cards or b) prospects again, if they are not issued SOM cards for the current season.
[b:7ff47b8c58]5) There is no clock for round 1 of each prospect draft. All subsequent rounds will operate with a 2-hour clock, as in the initial draft.

Why can't we draft them if they are signed? By being signed doesn't that fulfill section 2) c)?

You think trying to determine if someone is a "prospect" is hard, try monitoring MLB's signings on an hourly basis to see if someone signed a contract or not.

In every league I'm in that deals with prospects (other than Qk's, who allows anyone - even my dog - to be picked as a prospect if they've never been in MLB) none that I know allow the current MLB draft class as eligible. It's a ***** for the commish to determine eligibility, it's confusing (so Bauer is eligible but Hultzen is not?) and it penalizes those managers who don't scour the internet for every bit of info on every player. How do you deal with "agreement in principle" or "agreed to a contract (but not actually signed it)?" Those things come up all the time in baseball and contracts. I don't have the time to check up on it and I doubt T does as well.

The simple way is make each year's current class as ineligible - which is why it's done that way in most leagues.

Also - I should have Dreamingtree's 4th round pick (#39) accquried in our deal earlier in the draft. And I should have the supplemental pick for this draft for the "Marcum Incident"
