Relief pitchers and fatigue coming into a series

My understanding is that a pitcher's Pitch Count Fatigue level (F9), as seen in the boxscores, is only a per game system, correct? There's really no way to determine if your relief pitchers are fatigued before a series, correct?

I remember reading that relief pitchers can pitch up to three games in a row before becoming tired. Is this still true?

In the CD Rom game, I remember being able to view each pitcher's 'tired' rating before a game but there's no way to see this in the Online game.

I also read about a REST CHART in the CD-Rom game. I'm not sure how it works, though. I'm wondering if it would be helpful in the Online game. The rest chart might be for starting pitchers only, not sure.

So, the Pitch Count Fatigue level does appear to carry over between games. It might be nice to be able to view each relief pitcher's Pitch Count Fatigue level before a series starts. But then again this type of info might only help with your strategy in the first game of the series only.
