Is the only way to avoid these altogether is to set 'Don't Steal' to true?

Pagan has a steal rating of stealing-(AA) *2-5,11,12/- (19-13) but got picked off.

Yes, the only way to never get picked off is to never attempt to steal. I forget the exact odds, but it makes a 2(20-6) base stealer not worth trying to run unless the game is on the line.
