After suggestions for changes here is the result. This will be the final format revision, only further changes made will be for major competitive issues that I may have overlooked.

There will be a 7 round draft:

1st and 2nd Round: Choose an entire pitching staff and an entire position player set from two different 2010 MLB teams. Either one can be picked first. Order determined by randomizer, serpentine. Example- In the 1st round you have the first pick so you take a pitching staff, say SF. In the 2nd round you would have the last pick and would take a position player set from a team, say Detroit. Or you could take Texas Hitters 1st and then St. Louis Pitchers.

3rd-7th Rounds: Choose 4 players (any combo of pitcher/hitter) from the 36 pitching staffs and position player sets not chosen in the first 2 rounds. No roster restrictions, these 4 players do not need to be from the same team but you can have multiple players from same team if you wish. [b:64183f908d]Stadiums [/b:64183f908d]will be unique and can be chosen anytime from the 3rd-7th rounds. Stadiums can be from any MLB team. [b:64183f908d]Order [/b:64183f908d]for this draft will be reverse of total salaries of the staff/position player teams chosen in first 2 rounds. This will be a straight draft, i.e. order will be the same for each round; if you pick 5th in the 3rd round you will pick 5th in rounds 4-7.

Roster size will be max 28, as few as 25 if desired. Owners will retain rights to all players drafted and acquired during pre-season waivers even if not on 28 man roster. Trading unlimited. Frenzy waivers will be used. After waivers no free agent drops/pickups allowed other than with players whose rights are owned from the draft and pre-season waivers. Owners must keep at least 15 players (any combo of pitchers/hitters) from their two drafted teams.

Salary Cap=$100M, 5-10-20 penalty on drops (can you have no penalty? If so no penalty for drops), DH, regular 2010 set. Other than roster rules stated above regular SOMO rules apply to transactions.

Division alignments- Will be determined by order of the 3rd round, 1-4 East, 5-8 Central, 9-12 West

Order will be reversed for 2nd round. Choose either a pitching staff or position player set from any two teams.

First round will be on this thread with no time limit. After completion of first round we will use Stratdraft. Time limit for second round will be five hours, second round time limits will start the day after completion of 1st round at 11 AM EST, though picks can be made as soon as 1st is complete as long as no one is skipped. You will be able to use proxy's for the 2nd round.

Rules Clarification - Player's Eligibility

So, after the team drafts and the individual drafts, there will be lots of players NOT drafted. Does this rule say that those players not drafted in the team drafts (Rounds 1 &2) or the individual player drafts (Rounds 3-7) will not be eligible for the whole league?

For example, let's assume that the Chicago Cub pitchers are NOT drafted as a unit. Additionally, Carlos Zambrano is NOT drafted in the individual player drafts...are we saying that Zambarno is ineligible for the entire season? If so, that's OK, but I'd like that clarified before drafting...

That is a clear and distinct difference in the way that we can build our rosters. Each owner will have a complete team set of pitchers, a complete team set of hitters and 4 individual draft picks that are exclusively that team's property.

In addition, any players not picked as a result of the first 7 rounds, is an eligible free agent.

Let us know if that is correct.

Eligible in the pre-season waivers, yes. After the waivers ends only new acquisitions allowed will be trades. Did you have something else in mind?

Don't forget the $100 cap, that will limit free agents picked up in waivers unless players save cap space just for that.

Thanks for the clarification.

During waivers, we can pick up players as needed. Granted, they will likely be only "spare parts", but I wanted to insure that we can grab players during waivers that were not "spoken for" in the team/player drafts.

I'll make my pick this morning.

Risden, after thinking about it I think we should limit waivers players to three to keep the theme relevant. What do you think?

Not sure. If waivers are completely open, owners can drastically change their teams, but the players that will be available should not be impact players - they will be benchwarmers and scrubs.

I don't think that we should limit the number of players an owner can grab in waivers - it would be impossible to police. If people want to load up on scrubs, let 'em do it.

Once we get through the best franchises and the 36-player draft, there will be decent players, but no stars.

INSTEAD - why not include a rule that all teams must have 15 (or a better number) of players from their franchises, either pitching or hitting. Then, a team would have these 15 players plus the 4 individual players and thenthe players not picked would be 6 or so...
