As I recall, the minimum salary threshold is very low, something like 20 or 25 million for all leagues. It's designed to prevent teams from playing all scrubs.
It won't be a factor in this league because the floor is based on total salary, not cash available.

FYI: The minimum salary for your draft card in a 140 million dollar league is 105 million. I believe that once the autodraft is done though that you can go below that threshold.
