I set up the draft card last night within parameters of the rules & joined the league last night. But I realized I maybe should be drafting a full $200m team first.

What is the rule regarding the draft card? Can we draft a full $200m team prior to waivers?

It says "meet roster criteria" after waivers, but does not specify if you should be setting up the draft card within parameters.
