Not sure what you are asking. For this draft the sentence should say "only those players who had no MLB appearances prior to 3/31/2011 but were signed by an MLB team prior to 3/31/2011 are eligible".

You answered my question - my suggestion was that a literal interpretation of the rule I cited would have carried most or all of the 2011 rookies into the regular draft next year. Instead, it will be a bleak FA draft for those who "played for next year."

True, but there will be some good players who had MLB appearances last year (or earlier) but not enough to get a 2010 card that will be in next springs FA draft.

You can definitely do what you want as the commish, but you probably need to give a couple days notice for something like this or 10 guys could get skipped without even knowing.

I think he did already. He mentioned that monday would be the starting day for this a few days ago.

Yep, I announced it a long time ago. And I will send an email out tonight. We also JUST finished the FA draft. No reason not to be paying attention.

Although, it looks like in the rules it says time slots start with Round 2.
