Correction!!!

I messed up. I got Wrigley confused with Miller. It's still lefty leaning but not as much. Therefore, guys like Kuo and Belisle aren't quite as apprpriate for you. Oops!

You Can keep Feliz and Downs. Dump the rest. Make sure to read the bpen threads in the strategy section of this board. You should try to get 150+ Innings out of each of them, and this is down to your settings. The rest of your pen should be made up of .50-.80m guys with heavy slants. They should never pitch more than 30-40 innings all season.
Andrus is one of the worst players in the set. He is about 3.5M overpriced IMO. If you want D at SS (good idea) try and grab Ryan, he's one of the better value guys.
Bruce isnt much better than Andrus! There are a bunch of really strong options in RF. Cruz, Ethier, Choo & Hart are all good value.
DH is a position that can provide great value and is a good place for a cheap platoon. There are lots of great options. The thing to keep in mind for DH is do not pay for defence! Get good, high slant guys with poor defence. Burrell v Righties and Beltran v Lefties as an example.
In that park make sure your starters dont give up many HR's on their cards. Your top two are good - dump Garza. As a decent cheap 4th starter try and grab Buehrle.

Ok I haven't read through what others have said but I think it'll be close to what I'm going to say.
Pitching:
Too much $$ spent on your pen. Feliz is alright...for that price range I like K-Rod, Axford, and especially Bailey better (if available).
After your closer I typically go with a solid R2 - for your park I like:
Zumaya
S. Casilla
Belisle.
As far as "inexpensive" R1s that I've seen perform very well in Hitter's parks:
Ogando
Frasor
Balfour
Oliver
O'Flaherty
J. Lewis
And then its usually good to have one under 1mill heavy R and heavy L RP
As far as your hitting goes...
See if Varitek is available @ C...he's a 6 inj, but get a high inj decent backup for under 1.5 mil ( HAL won't have 2 catchers injured @ once). I've seen Varitek hit 35+ HRs in hitters parks on multiple teams...solid for under 2 mill.
Ditch Gutierrez for someone like C. Rasmus, C. Young, McCutchen, or Stubbs.
Tabata won't do much in Wrigley either. I like A. Jones, L. Scott, Abreu, D. Young.

The main thing that you want to get out of this is you will know what to do and look for the next time you draft a team. If and I am not saying your team stinks as I have not even looked at it is if you take the advice that was given to you and put it into your next draft you will be better off.
It is really hard to make your team much better after the draft is over. You can fix a spot or two but you can't reinvent your team after the draft. Plan out what you want to do. Do you want to go with pitching or hitting? If you play in a pitchers park you don't need to get $7MIL pitchers and spend money on RP as the park will help you. If you want to go with a hitters park than you don't need a killer lineup as the park will help you and you will need good pitching as the park will use up your pitching staff.
Most of all this is a great game and you will love it when the games are in for the day. I have found that being 20 games out of first place and sweeping someone with 10 games to go still rocks!
Any questions that you have will be answered here and you will get many different kinds of advice as we all have our ways of building a team but remember when you ask for help you won't always get a pat on the back and some here might rip you a new one on your team. Everyone here is great but won't mix words when you ask a question like "Hey what do you think of this team"
Have fun and remember that you will need to get some games under your belt before you really get the game. I had a few 90 loss teams and many questions before I got it. Try and get in on some leagues that have guys with 2000 or more points and watch what they do. Durantjerry was the guy I followed and our teams are alot a like after playing against him. Remember the way you set up your statergy for your team is very important. You can even ask the guys you play against and they will help you. I got most of mine from apoilka ( I still butcher that name ) He was very helpful with my pitching staff. Send me a message anytime and I will help if I can.
Good Luck and have fun. Don't drop players all season long as that will just cost you salary cap money and won't do you any good at all.

Like Chase was saying, sometimes your players start out slower than you think they should. It will be very tempting to trade them in for free agent players. But with cards like Wright's, you don't want to do that. He will hit lots of HRs for you eventually.
He had 44 HRs for me at Miller Park where the Park numbers were 16-8, L-R.
If you're going to stick with Garza, Baker, and Cook for your 3, 4, and 5 starting pitchers I would put them each on "Quick Hook". You can find that by clicking on the pitcher and then scrolling down until you see Quick Hook with a corresponding box. Click on the box and then click "Update Strategy Settings" on the bottom of the page so it takes effect.

He had 44 HRs for me at Miller Park where the Park numbers were 16-8, L-R.
