The 100M part confuses me a bit. So you will set up as a 100M league, right? If I have The A's and started at or below 94.16 in payroll and I trade away Reggie to another team mid year can I then go to 100M via free agent signings (rules imply no)? Or can you only go over the 94.16 if those player arrive via trade? The way I read it you can only have a max of 8 FA's and the total you pay them is determined when you draft your franchise (94.16 minus your team's payroll). So why would people trade away talent to get another team to 100M, if they cannot replace it via FA?
Should we just say you always need a minimum of $5.84M in cash and hold people to the 94.16 figure?
I am sure I am just "not getting" your intent here, so please help me understand.

Nope. it doesn't work that way. Here is an excerpt from the rules:
For example, let's say you drafted the Pirates (team salary 76.14), then you have 18.02 mil to spend on free agents. You cannot increase this amount by cutting players. For example, cutting Jose Pagan (salary 2.00 mil) does not change your free agent budget, you still only get 18.02 mil.

You could even trade Jackson for Oliva, Killebrew and Nate Colbert (a free agent), but Colbert would count against your free agent budget and Colbert would count as one of your 8 possible free agents.

OK, I am good to move ahead. Still not sure why someone would trade away enough surplus salary to put another owner close to 100M. Maybe a few bucks, sure, but anything more would look lopsided unless it was to create cap room (which it evidently cannot be, per the rules).
