What Is The Safe Chance When Base Running Is Set At Normal?

When the team setting of base running and-or stealing is set on normal I read on the boards in the past that Hal won't try for it unless there is at least a 65% chance of being safe...a 1-13 rate or better in other words?

Reason I ask is last night I was down 2 in the 8th with 2 outs when Hal sent a runner home who of course got thrown out and we ended up losing by 1.

From the play by play I could tell what fielder made the throw and made all the adjustments of 2 outs and runner not held on.

The safe chance at best came out to be 1-10 which doesnt seem to be a normal attempt in that situation.
