I participated in a league like this for the ATGVI game last fall and it was a blast. It should be fun here too. Please read the rules carefully and decide on your theme carefully.
Each of the 12 managers, when signing up, introduces one theme that every team in the league must adhere to. So, there will be TWELVE themes that your teams will be built under. League rules are as follows:
1. $100m cap, w/ DH.
2. Your theme can take no more than 30 words to describe.
3. A theme can not circumvent or cancel a previous listed theme.
4. Be sure there are enough players, etc. to meet your theme before posting it. This is especially important given the size of the 1969 player pool.
5. The draft will be 24 rounds on Diamond Dope, with a two hour clock started after round 2 is complete, running 8am - 10pm each day.
That's it. Anything else goes. Themes can involve ballparks, player names, lineups, defense, etc, etc. Anything reasonable within the '69 game rules that is possible to achieve for 12 teams. The commissioner reserves the right to modify some themes, if necessary, to assure they are workable, before the draft begins.
The shifting sands leagues are real fun, but can be devilish when constructing teams, and headache inducing, at times. Shifting Sands is not for the faint of heart, or those who like to put together a team and go on auto pilot. You have been warned. Some themes may require you to alter lineups daily to stay in compliance.

So for example, as a result of the Iron Glove theme, any "1 or 2" defensive rating players who are rated only at these positions are, by definition, either DHing or back-ups (Reggie Smith, Paul Blair, Bud Harrelson, etc.). Guys rated for other positions can start at that spot (i.e. Agee in RF, Petrocelli at 3B, etc.).
Keep in mind such rules can be further complicated by future designated themes.
