So the rule amendment I am proposing is to make it clear that you can promote a prospect to fill roster space vs. using that space to draft a player. The rules are currently unclear on this point, though a prior commish interpretation said that adding prospects during the draft was not allowed.
However, there is no rule that states you can't add prospects during the draft, the rules only say the above about being able to promote a prospect at any time you have roster space, + this:

So I believe we can actually add them during the draft now under current rules, I just wanted to get a sense from the league pro/con before proceeding (with Turtle's ok of course).
