While he hah agreed to terms, he had not signed a contract because as a Cuban, the federal government has to approve before he can sign. they have not done so yet.

Sorry, Kevin, although Cespedes agreed to terms, the signing was delayed. As I posted when we were ready to start the draft, he is NOT eligible.

In any case, guys like Jacob Turner are not qualified for the prospect draft, since they played in MLB in 2011.
