Spider - why is there a difference in draft position for rounds 2 - 12 please?

The first three picks of Round 1 only are determined by lottery - using the last two digits of the lotteries specified in the rules. For example, the first pick was determined by WI and the winning number was 199. So you had lottery numbers 99-00 and won the first pick "99." Nice luck, I would say!!!

Keyzick won the 2nd pick based on AZ 575. His numbers were 64-78.
Dale_K won the 3rd pick based on CT 560. His numbers were 46-63.

Draft order in all subsequent rounds is based on reverse order of finish in the previous season.

Is there a minimum number that must be kept for this year? I took over the team for last year's season right before we started play and it's barren for this year for the most part.
