Yes, you can only have a maximum of 10 prospects. Yes, you can promote them at any time according to the rules.

Prospect Rule: In addition to what Joe said, Rule 6 states that you may add a Prospect to your Roster after you drop players but before the season's Free Agent Draft and then Draft One Less Player. So, if you promote more then one Prospect before the Draft, you have less picks. You can't go over the 40 Player Limit. So a few of us have less Picks in the FA Draft unless you are under the 40 Player Limit.
