Not sure where the rules are to reference, but if a player was not promoted and is carded, does that player become a FA?

Good question. The Rules according to what Litangel set up, your scenario is not covered directly. In the Prospect Draft, Rule 2: it states that each team will be able to select 3 Prospects which is any player who DID NOT RECEIVE A CARD on the TSN Website in this year or any other year and is the property of an MLB Team.
Rule 4: Owners lose rights to all prospects that they release; Released Prospects are eligible to be drafted either a) Free Agents if they were issued SN Cards or b) prospects again if never issued SN cards.
I'll discuss it with Joe on how we want to do. According to the U. S Constitution, there are Expressed Powers and Implied Powers especially with the Necessary & Proper Clause. To me this would be Implied Powers at work here.
My thoughts are if they get a card, the Owner must use them or lose them. However, I will ask Joe what he thinks. Feel free to state your thoughts everyone.

I am going to wait until there is a decision on prospects before trading my pick.

In the other leagues I am in you have to promote any player from the prospect list to your roster or release him.

Desmond Jennings still shows on my prospect list but he was promoted and shows on my 30 man roster.

Use or lose is not the precedence set to date. It's not implicit in the rules, so if you want to implement that change, I believe we'll need a vote.

I would like to propose the following solution:

For this draft only, if a player is a prospect and has a card in the 2011 set he should be added to the team's current roster immediately or be dropped and eligible to be drafted by any team.

If any players are added to the pool then any team could pick them up.
The draft would start over, giving all teams a chance at the new players in the pool. We're still in the first round so it should be pretty easy.

With the rules as they are written its probably not fair for a team to lose these prospects, but they should also not be allowed to stockpile carded players with bad cards in 2011 and a ton of potential.

I will propose a new rule in a new post here.

Prospects who receive a card when a new card set is issued must be added to the team's 30 man roster prior to the Annual Free Agent Draft.

Prospects with cards in the new set will become free agents if not added to the roster of the team owning the rights to that prospect by the roster freeze deadline.

Joe & I agree that this issue needs to be voted on by the league. We were working on the wording. I like your second proposal. I personally would be in favor to have the verdict take affect the next season or next annual draft rather than start over. That needs to be voted on as well. This issue definitely needs to be clarified. I am surprised that it hasn't come up before and in other keeper leagues we are in. Thanks for yours and Grant's input. Most appreciated.

Does this proposal include cards that are in the unleashed set? If we are not using unleashed then they should not have to be on our call up list. I have Jesus Montero n he has a card unleashed only. Do I need to call Jim up? Would seem unfair that an unusable card be included on your players list.
