I know there a lot of leagues forming now...but what the heck, let's try another. The $200 million cap availability screams two-team draft. Rules:

Two round draft, serpentine, to select teams (e.g., select ATL, and all players who have a card /w ATL are eligible to be drafted by you). If a player is carded any year, he is eligible to be drafted by the owner of the team. BP must be one of the two drafted teams. Pick 3 determines draft order and divisions: East 1,6,7,12; Central 2,5,8,11; West 3,4,9,10. $200 million, weighted waivers. DH, of course.

i don't think it matters, at 100M you can pretty much pick up whoever you want anyway once waivers hits.

I was thinking $200 million would allow you pick up any player from the two teams you want. If it helps the league to fill, the cap can be lowered.
