I just built the draft (PJKEEPER5) on Penn's site. Same deal as before, we'll enter our keepers first with proxies, then go to picking the remaining players starting with the 13th round.

I set up the draft for 28 picks, 27 players. Your stadium will be your last pick (28th pick). Changing stadiums will cost you a keeper, you'll have to draft a stadium in one of your first 12 picks.

When we get to the end of the draft, you can always pass if you don't want a full roster, but since it's a 200, there won't be any salary cap issues.
