Have the specifics of Event 3 been decided?

Have the specifics of Event 3 been decided? How early do we have to start to complete drafts in time for the proposed start dates? Are we definitely using Penn's site? I'm assuming it will be an 18-round draft, but what will the other specifics be (acquiring our other needed players, freedom to trade/drop drafted players, etc.)?
A Tour Draft 101 session would be much appreciated. It will be my first.

Here are the basics:

Live draft is 18 rounds. One of the picks must be your stadium.
The draft order will be determined by the random number picker.
The draft will be a serpentine draft. In other words, in all odd-numbered rounds, the picks will be 1-12, and the even-numbered rounds will be spots 12-1 backwards.
When filling out your draft card, you will place the 17 players you took in the live draft in the final 17 spots on your draft card. List the 8 players you are autodrafting first.
You can make trades during the draft, but they have to be an even swap. In other words, everybody has to have 17 players and 1 stadium after the live draft.
Yes, you can swap stadiums. But you cannot swap a stadium for a player during the draft and then pick another stadium later.

Mr. Teepack Sir,

I know Ev. 3 is some time away, but if it is possible, and not too much of an imposition, could it be possible to get a list of the players that show in the draft site that are not available in the TSN game?

Just to avoid any problems with the draft.

I think there was a list under "excluded players" in the example 2006 draft that you let me take a look at on Penn's site.
