When in a slugger's park like Coors, I'd look at ERA/WHIP differential instead of relying as heavily on WHIP. Someone like Papelbon scared people off with his 1.47 WHIP, but his BPHR lines are on the outer two lines (2-3 and 11-12) and only two of those each side. His only natural HR is a 1-9 on 5 line, which in Coors is better than having an extra BPHR. Most of his WHIP against LHP is walks, which are sure preferable to HRs. He doesn't have many IPs, but in a five-man rotation I don't consider that important -- unless you'tr worried about injuries. The odss are small, but keep a pitcher rated for SP/RP on hand as part of your relief corps just in case.
Other medium-priced pitchers I'd consider are Washburn, Small (no HRs on his card at all), Loe, Lackey and Rogers. For what they cost, compared to Santana's price, you'll get much more value -- and use the extra $$ for bolstering your line-up or bullpen.
