The 4 teams with the lowest records get 3 FA.
The next 4 teams with the next lowest records get 2 FA
The 4 teams with the best records get 1 FA

Ties are broken by ranking the teams by lowest run differential.

This process is continued each week until trades aren't allowed by the game. Trades are allowed.

THE STRATEGY IS WHETHER IT IS BEST TO PICK A FRANCHISE THAT IS GREAT OFF THE START VS THOSE TEAMS WHO GET THE FIRST FEW WEEKS AND CAN LOAD UP WITH FA.

I did this league in the ATG. Had the Milwaukee franchise and got clobbered. I loved it. Only problem is I think some people might have sandbagged because for the 1st week I was in 1st in my division. Everyone else is picking 3 and I'm picking 1. The following week people are still picking 3 and I'm picking 2. You might want to consider holding off until week 2 or 3 before picking up any free agents. My reasoning is that if they want to sandbag for 2 or 3 weeks, they may dig a hole they can't get out of. Just an idea.

Do you agree with $200M cap vs $100M. My thought is that managers want to be able to pick the best FA vs held to a tight budget.

I agree that managers do sandbag but is that an issue or is that the strategy. I'm in the finals and I never had the chance to pick 3 FAs. Don't mind your idea.

How about a reverse FA draft based on lowest Franchise Payroll for the first 2 weeks followed by draft based on standings. Also, how about 1 FA based on lowest payroll from the 12 drafted franchises. This way we may add strategy to what Franchises are actually chosen.

FA's are primarily from the 12 franchises not selected. If there are FA's from any of the 12 drafted Franchises they would eligible to be drafted.

If we follow the rules that were used in ATG, then you can pick up free agents from ANY team. All free agents are fair game.

I'll jump in once the rules are finalized. I also tried this in ATG2 and this will be much different as the 1969 player pool is much, much thinner so the first two weeks of FA picks will be critical.
