I believe you have to get either Mattingly or Sandberg. Picking second, you can't miss on one, assuming you have the cash available.
Personally, I'd set the waivers to 1. Pick up Sandberg, drop Horner; 2. Pick up Mattingly, drop Horner. I believe that the only risk you run is that you wouldn't get Mattingly in the second round if nobody else puts him on their waiver list. (As I understand the waiver process, if #1 pick isn't Sandberg, you'd get Sandberg and drop Horner, then #2 pick would be invalid due to insufficient funds, probably. If #1 picks Sandberg, you'd get Mattingly, drop Horner.)
I don't believe that's a great risk---first Mattingly is good, somebody could upgrade at 1B. (You could look at the other teams and see if anyone obviously needs a 1B.) And second, somebody in the league probably has read this thread and realizes that if he wants Mattingly, he has to pick him in the 1st round. Likewise, everyone in the league knows to be online at 4 if they want Johnson...hopefully, you have a quick trigger finger.
I'd still look for D at 3B, but I wouldn't hestitate to play Johnson there if I fail in that quest. Preference 1: Try to upgrade another position using Mattingly or Murray as bait. Preference 2: Use Muarry as a DH. At least you'd insulate yourself if you're unlucky and draw Mattingly's bad card.
