what numbers would you say make a ballpark a hitters park or a pichers
park example 9-9 11-11 what would that be considered?

Well Teamsters, that about as "neutral" as a park can get.

The further you get under 10, the more of a "pitcher's park it is. The further over 10... the more it favors the hitters

I always think 1-6 or < L/R HR as pitchers and 1-13 or > L/R HR as hitters. I think it has to do with where I feel OK pitching Brad Radke and where I don't. Anything in between is neutral. Unbalanced parks are a whole different animal.
