I go into the bottom of the 8th up 4-0. HAL brings in my set up man v. lefties--so far so good. He then brings in my CLOSER  against righties to face--you guessed it--A LEFTY  who prompltly deposits a a 3 run homer into the seats, to tie the game which I end up losing.

I am sorry, but I think that is piss-poor.

Why do we not have the don't use before the 9th option anymore, and why--if HAL insists on putting my closer in, does he blow off my settimngs and leave my designated closer v lefties sitting in the bullpen? :? :?

Your lefty set-up man was tired, as was your lefty closer.

How can you determine that your relief pitcher is tired?

I believe it is if your RP has pitched in the prior two consecutive games then he would be tired if he pitched in the third game.
