BC, on the changing teams issue. How about this:
You can choose to keep or change your secondary team each year.
You can also choose to swap your primary team for your secondary team once duing the decade, but here is the catch. You must hold the rights to all the players on your team when you change. i.e. if you want to change your primary team either don't trade these players, don't trade anyone who is on your roster beyond when you plan to change teams, or you have make arrangements to get the players back.
Also, I ilke having your stadium being your primary team's park, and would change if you changed primary teams.
Otherwise, I agree with your ideas. You can keep or drop secondary team, 4 team lotto for each new draft, trades from secondary team are only til year end, etc. I think all teams need to declare drops vs. keeps and swaps of primary for secondary before the lotto for the next year's draft is held.
On budget. I'm not a big fan of $100 million leagues. I'd prefer to see $80, especially in a league ike this where there can be inequities. $100 million would make the Dodgers a no-brainer, and could make them too strong a team to compete with. At $80 million, you'd have tougher choices, and would more likely be looking for trades. So put me in for $80 million.
p.s. I'd be happy to move out of YF's division as well. :D
