BC, on the changing teams issue. How about this:
You can choose to keep or change your secondary team each year.
You can also choose to swap your primary team for your secondary team once duing the decade, but here is the catch. You must hold the rights to all the players on your team when you change. i.e. if you want to change your primary team either don't trade these players, don't trade anyone who is on your roster beyond when you plan to change teams, or you have make arrangements to get the players back.
Also, I ilke having your stadium being your primary team's park, and would change if you changed primary teams.
Otherwise, I agree with your ideas. You can keep or drop secondary team, 4 team lotto for each new draft, trades from secondary team are only til year end, etc. I think all teams need to declare drops vs. keeps and swaps of primary for secondary before the lotto for the next year's draft is held.
On budget. I'm not a big fan of $100 million leagues. I'd prefer to see $80, especially in a league ike this where there can be inequities. $100 million would make the Dodgers a no-brainer, and could make them too strong a team to compete with. At $80 million, you'd have tougher choices, and would more likely be looking for trades. So put me in for $80 million.
p.s. I'd be happy to move out of YF's division as well. :D

I'm gonna have to take a pass on this new league. I love the Decade league and would be psyched to do it again. This new concept sounds exciting, but I am concerned that the rules may be too complicated to manage effectively.

if a players card for a particular year has him playing for a certain team then that team should have ownership rights to him as in the j. reuss playing for 3 teams,now,if the paticular player does not have a card for that paticular year then he is open game
same goes for a traded player,if the padre,s trade winfield in the middle of his 80 season then in 81(even though his first season on his card with the yankees is 82) he will become the property of the yankees...(that team will know how long they will have said player)
that way everybody knows how long they will have a player and when a team can expect to get them.(the yankees so to speak)
i like the idea of a primary team that can be dropped once during the decade and a secondary team that will change every season with the bottom 4 teams having a lottery draft for the first four places and then 5 thru 12 as in the other decade league.
that will keep teams fresh so to speak.
and i,m kinda up in the air on stadium use....on one hand i like the idea of using the primary teams home stadium throughout the decade only to be changed if you change your primary team and on the other hand i like the freedom of being able to choose between the 2 choices you would have.......so i could go either way on that and would go with the flow on everything else for that matter..

I like steady divisons and ballparks. It help you build a team to win in your division.
It has nothering to do with the cards SOM provides. Only the career span of the players. No player are "open game" except those on the non-drafted teams. Some may be contested because the were on 3 teams in one year liove Reuss, but If you have the Yankees and its 1983 they you have the rights to all players that played for the Yankees in 1983 (even if SOM didn't give them a '83 card).

1) What do you do with the unclaimed players on your rosters??? Do they serve as a "Farm System" for the parent clubs or are they become open free agents open to ALL teams??
2) What happens to players on unclaimed team?? Do they become open free agents for all teams or are they frozen until they join active rosters??
3)As far as trades, what about a system where a team transfers control of that player until he switches team in real life.
Suppose I own the A's and trade Rickey Henderson. I then transfer control of Rickey to his new team until he is picked up by the Yankee manager in 1985.
