A split is drawn prior to the game. The table to the left side of the ballpark report shows what kind of weather you get for the day depending on the split. The table on the right shows what the impact of the weather.
For example, if a 10 split card is drawn in an April day game, the weather is "Average," and your ballpark effects for the day are 4/4 for singles, 10/10 for homers. If a 7 is drawn for a April day game, the weather is "Good" your ballparks effects for the day are 5/5 for singles, 11/11 for home runs. I'm pretty sure you'll know the weather before the lineups are selected, but I'm not 100% positive on that.
