After scrubbing thru "teams" for who I would pick, I agree that serpentine for player rounds may not be most equitable.
Thus, I propose that EACH of the 6 player rounds would be 12, 11, 10,..., 2,1 so that the managers who got the worst pick of the teams would at least get advantage for the 6 player rounds.. any objections, speak up, but i do think this is fair and equitable.. given the sharp dropoff that whole teams have over the first 12 picks.
Round 1 teams... order is 1,2,3,4
Round 2 new players... order is 12,11,10,...
Round 3 new players... order is 12,11,10,...

Round 6 new players... order is 12,11,10,...
Round 7 new players... order is 12,11,10,...
As to the other parts of the question...
- Yes, 80M, No DH
- the only limitation on players is THEY MUST BE ON ONE OF THE NEW 23 ATG-3 TEAMS... even if a player was in ATG-2, if they are included ON ONE OF the 23 new teams, they are eligible.. e.g. Averill, etc.
- you have total rights for the full season to every player on the team you select, when they are in the waiver pool, only the manager who has that team can pick up players 9and of course they can trade them)
- you live draft 6 players
- even after the 6 player rounds, anyone can pick up any other undrafted NEW TO ATG-3 player via draft-card, post-draft frenzy, or add-drop... so if you still don't have a solid team after the full team pick + 6 players, there's still opportunity to pick up other players who are both undrafted and on teams that were not drafted
- trades are fully allowed, whether they are from your selected team or individual player selections
