Will Strat-o-Matic work for this?

Am looking for a sim engine where I can set up a private league for about 6 owners. We would prefer no salary cap and to be able to build teams from a single season somewhere between about 1978 and 1985. I can't really tell from the promo info if Strat-o-Matic allows for this. Am hoping an experienced player can let me know. Thanks!
