Fellas, I need your help. There is a potential problem ahead of us that I spotted recently. I thought it would not come until the 70's, but today George informed me he has already bumped up against it. It deals with this league rule:

If high salaries keep a manager from completing his 20-man roster, franchise players will be replaced with non-franchise players valued at $1M or less, until salary requirements are met. The dropped players are still eligible to be recalled later as desired. The same rule applies if a manager is unable to fill the last five spots (non-franchise player) on his roster.

The issue is, should there be restrictions on what players can be dropped. Can a manager drop six $2.5m players to pick up $1m players, leaving cap space for big-name free agents? If so, what does this do to the look of a franchise? Also, do the replacement players (when less than 20 franchise players) become franchise players? Or can they be dropped and replaced like Players 21-25?

I don't for a second think any of our current managers would "game" the system. It's mainly a matter of clarity. I discussed this at the ballpark with John Recupero, and he concurred there might be a problem.

So . . . I'm asking for three of you to put your heads together and help me with this particular rule. Please let me know if you are willing to help. I'll appoint a chairperson and let you report back before we move ahead.

Sorry! I know we want to get goIng, but let's get this out of the way first.

My team is very poor. We barely have chewing tobacco to curb our hunger pains. The players will be using last seasons uniforms and cleats. If you have any used bats and balls please send them to our spring training facilities in Frostbite Falls MN

Okay, it's time for my Executive Ruling . . .

Your comments were enlightening and helpful, but in the end simplicity wins out. We will continue with a five-round draft. If you need more than five players, choose them after the five rounds conclude.

Even if some wily, unscrupulous new manager wanted to game the system, it would have to happen during/after the draft. He would have limited opportunity to stock up on top players, as other managers will have selected them. Also, the times when rosters usually fall short of 20 players is at the beginning/end of the decade, something that will happen to several teams at once.

In the end, I love how competitive this league has been, and don't want to start enacting more rules.

Here's the rule as it stands, unchanged:
