It looks like the relevant excerpts are:
ROSTERS
10) Effective with the 2012 card set, the league will use the unleashed card set, whenever one is available, playing 2 seasons with each card set and with full 40-player rosters at the end of each annual free agent draft.
ANNUAL FREE AGENT DRAFT
12) Effective with the 2012 card set, we will start the annual free agent draft on June 1, with no clock in 1st round of any drafts after that, whether free agent, supplemental, or prospect.
13) Effective with the 2013 card set, we will arrange the draft sequence of the annual free agent draft with the order based on the combined win-loss records of the 2 seasons for each card set.
PROSPECT DRAFT
2) Effective with the 2012 season, we will hold a prospect draft after the annual free agent draft, with managers drafting up to 2 prospects per year -- prospects are those players who have never received a card yet and draft sequence will be random and serpentine.
3) Prospects may be held indefinitely, until such time as a player receives a card, at which point the prospect must be either promoted or dropped -- with managers holding no more than 4 prospects at any one time.
SUPPLEMENTAL DRAFT
2) Effective with the 2012 season, we will hold a supplemental draft between the 2 seasons, in which managers may drop and replace up to 2 players, with draft sequence based on the win-loss records of the first season -- managers may opt to not participate in the supplemental draft.
