Double Franchise Plus 2 League - Selections completed

Is Satchel Paige eligible as a Plus 2 because his high $ card is with the Negro Leaguers much the same way Lary Walker was eligible because the Rockies were not drafted. I need to know because this determines my pick. Thanks.

My initial thought and decision is that Satchel Paige's highest card value is with the NEL, so he can be claimed as a Plus 2.
