I would like to propose that the last sentence of this rule be revised to read, "When this designation expires, it can be immediately transfered to another one of that manager's prospects."
Rationale for change: Our annual prospect draft occurs after the annual free-agent draft so a prospect whose two-year eligibility is expiring would currently have to be added to the 40-man roster prior to the free-agent draft and would not be eligible for this designation.
That's fine with me if you want to put it up for a vote. If we're amending, I'd also eliminate "carded" to allow for any crazy owners who want to promote without a card. I could see having an uncarded player with MLB experience on my roster vs. a guy in AA who I'd have to promote due to the 2 year rule.
