SETUP FOR SEASON 2
This is very early, but I want you to see how things will go in the future.

As we run up to Season 2, I will send a message like this on email and post it in League Mail:
Cap remains 93m. (I'll let you know of any changes in cap here, or stays the same)
Pool is ANDYS ATG9 ALTS SEASON 2. (You should get the hang of which pool goes with which season)
Make your Franchise Picks on the ILC thread. (You can choose to use the Golden Age Option, though you forfeit your First Round Pick in the Rookie Draft.)
Stadium Options---(I will list all stadium options open to each Franchise; you can stay in the same park or move, you just can’t ever go back. Example: My Browns are in Sportsman20; by me choosing Sporstman20, I’ve already chosen to move past Sportsman11, so that park is no longer an option for me. If leave Sportsman20 for Sportsman38, I can never go back to Sportsman20.)
THE ONLY TRADES THAT ARE NOT ALLOWABLE ARE TRADES FOR FUTURE DRAFT PICKS DURING THE SEASON. You may trade picks for the upcoming draft before or during the THAT draft, but may not trade future picks (future drafts).

Below, you see how we will do the Franchise Picks each Season.
You will see that WAS, BSB, DET, and CWS are gone.
Each of our teams are listed in the Franchise Picks Selections Heading, followed by 1 GA, which stands for One Golden Age Option. You can use the GA option once between now and Season 10, if you don't use it, you lose it.
We start over with TWO GA Options in Season 11 (CANNOT use GA Options in 2 consecutive seasons).
Reminder on Golden Age Option, you lose your #1 pick in the Rookie Draft if you use the GA Option.

Below that is the list of all rookies coming into ALT13 for Season 2. You can see they all begin in Season 2, like Art Decatur, and you see, for example, that Decatur retires after Season 3. That's how the numbers after the player work, to show you how many Seasons each player plays.
You can also see that the players are designated to a certain team in this Franchise Pick portion (two team designations, like Zack Taylor BKN CHC, mean that BKN has first choice, if they don't choose Taylor, CHC could).

We will begin the Franchise Pick selections around Game 141 of the current Season. That way the draft can begin when Season 1 regular season ends. We will all pick ONE Franchise Player (unless using GA Option). All the OTHER players designated to your team will now go into the Rookie Draft, able to be drafted by anyone. Once Franchise Picks are over, team designations NO LONGER MATTER.
My Browns have quite a lot of talent coming into Season 2, but let's say I just pick Goose Goslin as my Franchise Player. (Goose is designated to WAS, but since they dont exist anymore and his second team designation is SLB, he falls to me and I can take him if I choose.) So I'll take Goslin as Franchise Player; Harry Rice, Manush, and the other guys listed for SLB have to go into the Rookie Draft.

When we have all finished the Franchise Pick portion, we will begin a 6 Round Rookie Draft of ONLY the Rookies listed below (minus the Franchise Player for each team). This draft is in reverse order of finish until playoff spots; the Semis loser with worst record gets pick 9, other Semis loser is pick 10, Finals Loser is #11, Champ is #12.

When the Draft ends, you will take any surviving (unretired) players from your Season 1 roster, PLUS your Franchise Player and Draft picks to formulate your Season 2 Autodraft. You may also add any Free Agent from Season 1 who were not on a roster in Season 1 but have not retired.
Then we load and do Season 2, lather, rinse, repeat, all the way to Season 22.

So as I read what you write here. We have potentially 7 new players each year our franchise pick and 6 drafted rookies. And however we carry over from the previous season. I assume they need to end the season on our roster to retain their rights? And anyone else is on waivers but we can fill in our draft card as needed/wanted with free agents who are active in the card set.

Yes. To clarify your last sentence after your keepers from last season and draft picks, you could take any UNDRAFTED rookies and those players in the previous Season’s FA list at seasons’ end.

Is there a list of Free Agents that is put out after each regular season is complete?

If you are talking about Free Agents from a previous Season who weren't on a roster and can be added to your Autodraft list, No, that's yours to research and figure out. :)

Can you refresh my memory regarding the last game a team can add/drop players during the season?

So...before season 2 starts is there a list of "keepers" each team publishes to make sure another team doesn't put a "kept" player on their AD card?

For example: I'm probably going to keep Johnny Evers as my 2b man until he retires after the 4th season. What's stopping another team from putting them on their AD card and taking him before I do?

I'm pretty sure that anyone on your roster at the end of the season is pushed to be yours going into the next year. We each must make our auto start list for season 2 out of the players on our roster at the end of Season 1, plus our franchise player selection, plus our rookie draft picks. Any players in the free agent pool at the end of season 1 who have eligibility in season 2 are fair game on auto draft lists, but if someone else had then rosters they are off limits.
