In this current situation, there was no criminal intent or conspiracy, so a punitive award is not necessarily appropriate.

Sorry, but this is what is happening as long as I'm Commissioner. This FA draft pool is a relatively weak one with very light depth. So losing the 13th overall pick demands a higher than normal compensation package.

If this is your final ruling, you will need to find a replacement owner for me. that is a bad precedent to set and a terrible ruling.
