The first MLB game this year is scheduled for 3/18, as the Dodgers and Cubs start a two game series in Japan. By rule, we are supposed to make contract extension and arbitration decisions before 3/31.

I propose that we move that deadline up before 3/18 because we are supposed to make those extension and arb decisions "blind", without knowing exactly how players are performing during the season. This of course assumes that we finish the FA draft and prospect draft in time, which I assume we will.

Also regarding ggyuppie going over the salary cap: right now the only "penalty" when you go over the cap is that (1) you lose the arb eligible player who pushed you over the cap (not applicable to ggyuppie), (2) you can't make contract extensions or add salary via trade until you are under the cap. Seems a bit light of a penalty to me. I think that in addition to the penalties above, we should also add something like you lose your 3rd round prospect AND you get pushed into the 12th position of the prospect draft. Open to other ideas, but those pop into my mind.

Obviously, any tougher penalties shouldn't apply to ggyuppie under the current rules, just future violators.

so I can go over the cap and lose the ARB guy that pushed me over (Ian Anderson) who is uncarded anyway? with basically no penalty?

if so, then I agree our penalty needs to be re-evaluated

We had this discussion regarding cap penalties almost exactly a year ago. On the bottom of page 114 of this chat thread, Phil indicated he was going to change the rules to toughen up the penalty, including moving the prospect draft until AFTER arb settlements were in to provide for losing prospect picks. I haven't read much to the prelude to that particular page, you all can read it as well as me. But in my opinion, the intent was to change the rule beginning this year, in context with Phil's message on page 114.
