Yes, you can either promote 1 or drop 1.

I see it as my error for not managing the two separate prospect areas well. I gave Palmtana the option of dropping 1 or promoting 1. He promoted Frelick.

You two were the only two affected, and it was my error. If you choose to promote you can carry 41 players for 2024.
