The 70s Orioles and Astros got booted from the playoffs. They finished with identical regular season records. The O's had the better run differential (+100 vs -15), but the Astros won head-to-head 8-4. Which team gets the 9th pick? If they draft one of the lower salary franchises, do they also get the right to a supplemental player (or do the playoff teams miss out on a supplemental player)?

I noticed this was a possibility yesterday. My recommendation is to use the "head to head record" as the tiebreaker-the team with the fewer wins will get the earlier pick. That means Franky35 has the 9th pick and Musial6 the 10th.

The determination of the supplemental player is only based on the team you select inthe 60s game. The outcome of the 70s league does not impact eligibilty. So, if your heart is set on any team outside of the top 5 salaried teams, you'll be able to add one player subject to the dollar limits noted.
