I agree using the rules should probably include expanding the rosters a couple spots as suggested. First option is the one I like. I don't like #3 since it is not a fair way to provide access to the free agent pool during our seasons. If a player in the FA pool is having a torrid spring, it gives the lucky team that gets a huge injury first crack at picking him up. It kind of defeats the purpose of the Supplemental draft between our seasons as well.
My thought was the player would be available only as an injury replacement but would still be part of the free agent pool. The manager would have to release player back into FA pool after injury is over or at end of a season.
I think we're all getting our knickers in a knot over very little. There is only one chance in 20 of a 60 game injury for players even eligible for them. So if you have 5 guys who each have two injury rolls and are eligible for the 60 gamer, you will have about 30 injuries among those five guys, and will average about 1.5 60 game injuries per season. That's really not onerous.
Sure, once in a while you will get a couple at the same time. That's life. That's strat.
If we do allow picking up FA's that you don't otherwise own in the case of the 60 game injuries, there should be a very low salary maximum set for the players you pick up.
My thoughts are that we should wait and use the rules new injury rules in some public leagues, heck we could even create a third season of our league teams and use it to experiment with the new rules and see what happens. Like rburgh said, the impact may be minimal. But if it's not we can expand the rosters or make some other change once we have more information.
We play with the regular set and not the "unleashed" set, correct?

Correct, we do not play with the Unleashed set in this league. There has been forum discussion of this in the past, but I do not see it in the rules, so I will add it to the rules in the Googledoc.
After discussing with The Turtle, the deadline for getting cuts reported is March 14, 2016.
Please get your cuts and prospect promotions posted here by 11:59 p.m. Eastern Time on March 14.
We should then be able to get the FA draft started no later than March 17. If I can get the cuts/promos processed and Available Player lists posted to the Googledoc before then, we can start earlier, untimed for the first round.
On the Googledoc, I moved roster cuts to below the player counts to make it easier to see whose rosters are ready for the FA draft.
