Jerry, I didn't republish the entire set of rules at the header - I just stated no clock first round. If you read the rules (in the "RULES" tab on the league page) it states the clock is on 10A-10P 7 days a week.

If you wait for others to pick, you do run the risk of being timed out.

I have not been actively timing people out, but if other managers make their pick when the previous manager's time has expired it is well within their rights.
