This statement seems to mean "Q" is not qualified as a NPS while the Qualcom stadium are still available.


9. TYPES OF SKIPS and NOTATIONS on the Draft Boards "LS" = Letter Skip (when you already have that letter), "FS" = Free Skip (we each get 3 for the duration of the draft) , and "NPS" = No Players Skip = There are no players OR Stadiums left in the draft pool with that letter ...this would be "X"

Is it because Hamilton already has a ballpark?

I think an exception to the rule is warranted if you have a ballpark already. Otherwise, no free skips and no players leaves no choice.
