No, it means that any owner who has not changed in the past three years could change whenever they want. Owners who joined in the past 2.5 years could not change.

In that case NO for sure. THe earliest people should be able to change stadiums is next year. Just my opinion.

Sorry didn't think of all the possibilities. I acutally read it wrong at first anyways. But at the end of the day I personally don't like changing stadiums unless a) the ballpark no longer exists or b) extreme changes to ball park

Really don't like the idea of a change of ball park after the draft right before the season begins. Not trying to be difficult, just my opinion.
