Yes. You can promote any prospect to your roster. It's ok to have non-carded players on your 40-man roster (prospects who you had to promote to hang onto or players from a previous season who have no card this season)

You just can't DRAFT a free agent without a card during the free agent draft.

If he's the only one you are worried about, than you can promote him to your roster and that should put you at 30.

The others are just released. If you want to keep any more, you'll need to drop someone to make room.
